Maybe grab a granola bar or some small snack and give it to him and ask him to be quieter..

Has he actually done anything threatening or just yelled? Usually the police can't do anything if a person has not in some way indicated they would harm you by words or actions. What he said to you is the opposite-sounds like he's trying, in his loony way, to help/warn you.

Call the police again. Explain the situation on the phone.

I would also talk to the building management company and complain. You pay money to live there and should not be frightened to go in and out of your home.

Most homeless people are harmless, don't be frightened.

It sounds like he is trying to scare you. Try throwing fire crackers at him. I'm serious do something more outrageous than him and ma by he will leave you alone. You could even stop in front of him next time he says this and pray loudly for him. there are some great answers on here to this question

Call the police and tell them you want to fila an incident report. If they don't take you deriousy now, they will then. Also, the owner of the building should be made aware and I am sure they will help too. Homeless people are one thing, but yelling profanity is not acceptible and something should be done about it.

Hand him a job application. I guarantee he'll do the 40 yard dash in the blink of an eye even with 2 broken legs.

You probably have no reason to be scared of him - so don't be cruel to him. Its just that the sky is orange in his world. Try to be compassionate and maybe give your local health care authority a ring - let them know he is there, he is completely disoriented and maybe they should be helping him. You might be doing something really nice - he may be someones lost father.

People that are publically loony like this are rarely more than a nuisance. It's the really quiet ones that hang in the shadows that you need to look out for.

you need to catch him on video from a safe distance and not by yourself. alot of the time cops wont do anything about it til its too late. also talk to the landlord of your building and see if any other neighbours have had a run in with him.
