First off 3 weeks is not to young to start them on solids as long as they are getting the milk supplement, the vet did tell you to do it right? We would mix the milk supplement and puppy chow in a blender or food processor to make it soft. You can also use small amounts of can puppy food, but that may cause diarrhea. The blender worked great for us. Also, I would check with the vet about other vitamin (in paste form).

I have had to hand raise a litter before and what works really well instead of soaking the puppy chow take the kibble and put it in your blender and turn the blender on and run it until it is a fine meal like texture. Then you can pour the warm puppy formula over this meal and the puppies will be able to eat it without choking because it is thin, you want to be sure and put enough formula on it to make it thin not thick.

Get milk replacer or goat milk, because I've heard that dogs can't drink cow milk -although my pups have been drinking cow milk for a while and the dog before never had any problems.
This is the technique I use.
1. Crush the dog food.
2. Drown the crushed dog food in milk.
3. Microwave for about 30 seconds.
4. Leave the cap on for about a minute.
It should be ready depending on the dog food.
If its not ready then mix it and then leave it for a minute.
After a week or so gradually put less milk and more dog food into the puppy mush.

If you go to the grocery store and buy whole vit d fortified milk. the stuff people drink heat it just to a boil take it off the heat and mix it 50/50 with cold water. put in in a dish take the pups over to it and dip you finger in the milk and dripp a small ammount on to there nose they will lick it them tap the dish so they relise where it comes from they shoud start to drink right off the bat. If they do not try a bottel but try the dish first they may use it and if they do you will save your self a whole lot of work. When they are bout 5 weeks you may try to mix in some soaked foog they are not mature enugh for soked food yet and it may create problems in the digestive tract.

KMR or ESBILAC puppy milk is fine. 3 weeks is a bit young to be starting on solids, even if they are soaked. You will be bottle feeding for a week or so and then graduating to a saucer.

PS Don't feed the soft dog food yet, wait a couple of weeks, their digestive systems are too immature at this age.

go and get some canned puppy food, and the dry food soaks better if you heat up the water/ milk to soak it in.
take the wet food, heat it up and mix it with some of the milk. in a SEPARATE bowl soak the dry kibble in HOT milk or water, and may be cover it or somwthing. in a bout 10-15 minutes it should be soft.
the adult canned food should be okay but it is really bad to change a puppy's food, so i would only give it to them if you are absolutley despaerate

No what you need to do is get some puriena puppy chow,,add water to it and microwave it for about 2-3 min. Let it cool,,,it will become mushy and you can add baby formular for dogs which your vet will have or any pet store will have it. Make it very wet and very mushy,,,,as they learn to eat that well, keep adding the solid puppy chow and eventually they will have enough teeth to eat solid foods. Be patient. Good LUCK !

Try finding a "small breed" dry food. The kibbles tend to be smaller and should soften faster. Another option would be to put the food that you've already bought in the blender for a few seconds to help soften it. That way, even if it doesn't get completely soft it's not as big of chunks for them to choke.

ok get a cesars pupppy soft food and mix that with the formula and feed that to them until they are 7 weeks old
