It's possible.

You would need to find a scanner that could receive 27.185 MHz, in the AM mode.

Most scanners will not do this, but there are some that will. My Pro-2006 is an older scanner that cover 25 to 1300 MHz, and includes AM. There are others out there.

Note that a scanner will not receive CB well. It is a much poorer receiver than a radio designed for a specific band

Citizen's band is CD (high Frequency)
Police scanners use UHF (ultra high frequency)
