It's a wives tale. They see some colors though not all colors. I've often wondered how they've (the vets) came to that conclusion....

Dogs do not see in black and white only but they also do not see color the same way or wavelengths that humans do. I've posted some links below that have really good explanations of dogs vision.

I have heard the same thing as Avalon stated, and I took a look at the site. They are not real sure what colors dogs see.
Here is a wild thing because I was wondering that myself.
I let my dog out in the morning and there is a long bank of windows through which we can see one another. While he is out doing his duty I fill up his water dish which is cream colored, and his food dish which is a dark greed. If he sees me bring back the water bowl, he wanders around. If he sees me bring back the food dish he runs to the back door to be let in. Also he picks up my other dog's blue food dish and brings it to me when he is hungry, and her water dish when he is thirsty.
I want to think he has some ability to distinguish colors.

Dogs do not see in color because they have no cones in their eyes to decipher the different colors. The cones in human eyes show yellow, blue, and red...and the mixes between them. Without those, you wouldn't be able to see color. Dogs are able to tell between white, black, and shades of gray and use their highly sensitive nose to find things...like a ball thrown in the yard.
Think about it, if you throw a brand new ball that the dog hasn't touched and the dog doesn't see it land...it takes a little longer to fing then the one the dog has put a scent on.

Yes dogs ARE color blind, they see in two colors instead of three exactly the same as some color blind people. The difference between a dogs eyes and ours is that a dog has fewer cones (collect color) and more rods (collect light) so a dog sees colors about like a color blind person, and sees at night about like a person using night vision goggles.

We see "VIBGYOR" (Violet, Indigo, Blue, Green, Yellow, Orange, Red)
dogs see "VIBYYYR" (Violet, Indigo, Blue, Yellow, Yellow, Yellow, and Red). The colors Green, Yellow, and Orange all look alike to dogs

I have seen lots of programs, and done a lot of reading on dogs, as well as talked to breeders and vets, and have been told that they see black and white, shades of grey and can see the colours blue and green, although not as well as we do. When a dog goes after a lime green or yellow tennis ball on a green lawn, he/she sometimes has to rely on its nose to find the ball
as it is hard for them to distinguish the colour of the ball from the colour of the grass when they get close to it because their eyesight apparently becomes fuzzy when they get really close to things.
