To be truly evil, would require one to be self destructive or completely destrucitve. Most people are evil out of greed, or power lust. Up to a cetain point, there are deeds even these individuals will not do, because performing such actions would be a threat to themselves, money or power.
The same goes for individuals with unresolved issues. They will go out their way to be incrediably sadistic, but some things they won't do, because of the self-destructive or no-gains resultfrom such action (whatever the gain may be in their case.)

Real: Your question can be answered in two ways. Firstly; the humanistic way: Using the measure of degree, we can comparatively say, " I only did this, this and that in my lifetime - but ol' George, he was having an affair with Pastor Jone's wife for well over a year, now." This is how we generally equate the measure of "evil" (notice you used 100%). Now; we arrive at God's measure of "evil". God made humans and when humans do wrong [sin] it is entirely against God - He made the rules ! No matter how "good" we are or have been, we all have committed sins. God knows our true state - our humanness and proclivity to gravitate towards sin (as I said, He created us); therefore, since we require reconciliation and we remain for a temporary time, human - we are regarded as "evil" by God ! That is, until we are no longer flesh and blood and in need of on-going reconciliation or atonement by Jesus - we are regarded as "evil". There are no "good" people but God. The GOOD NEWS is that we will all receive a chance to be reconciled to God either, in this life or at the return of Jesus Christ to this earth - in the end, we ALL WIN !!!

First, we'd need to define evil.
Then, we'd need a much better understanding of human psychology than we currently possess before we could come up with an answer to this one.
Finally, I believe Draco Paladin is incorrect: Hitler is said to have been rather charming (when he wanted to be) and though he possessed little in the way of artistic talent, he certainly had a great appreciation for art and architecture.

Are you saying that because the madman was abused as a child he is therefore a victim, so therefore not 100% evil?
I don't get it, why is the "how" of his becoming evil affect the fact that he is, in fact, 100% evil? It does not change the fact that he is.
And yes, I've known someone that way, personally. What an unpleasant experience; but it did make me grateful for God's promise of protection.

Up to the point of 99.9% but the thing is everyone is eternal souls, part and parcel of the Supreme Soul, Also known as Krishna, Allah, Jehovah, Vishnu, etc. But due to being in contact with material nature everything becomes perverted in this world. It is a reflection of the actual absolute world. So innately we are all pure spirit souls.(all good) But someone can become evil to the core. I think Hitler was 100% evil. Maybe power went to his head or maybe it was the drugs he took. But yes I think someone can be 100% evil. The :Lord tells us that man is exceedly wicked in his heart. It all starts with a thought, then action on our part. There goes freewill again.

I tend to agree. We do have people who are seriously misanthropic and twisted, but no one can really be said to be 100% evil. No one can be 100% anything, really.
