Girls often don't want to feel like they are making the move. That doesn't mean to just go for it. You should talk to her. You bring it up. There's nothing wrong with bringing it up, it is respectful and honest. Keep communications about this.

In my experiences they do tell you when "its time" they will tell you they are ready and they want it to be perfect, in this situation it is always best to make sure that you use the correct precautions "protection" and make sure before entering a sexual relationship she is "ready" for the right reasons, she needs you to tell her that its ok if she wants to wait, make sure to ask questions to be sure she is 100% comfortable

Usually she will not say she is ready.. When you feel ready make your move and if she says no it is not then talk about it.. If your not ready and you think she is talk to her about it.. And if you do not feel comfortable talking about sex with her your definitely not ready!
