If the vehicle has exhibits a rolling idle, you more than likely have a vacuum leak somewhere, or a dirty MAF sensor. Especially on a vehicle of that age, I would verify the integrity of the PCV system, and check everywhere for cracked rubber hoses. You will not be able to "scan" this vehicle unless you have access to a scan tool that reads EEC-IV systems on Fords earlier than '96 model years.

A dirty MAF sensor will slow the sensor response. That usually causes the surging. It takes so long for the MAF to register a change in air flow, that the RPM fluctuates. It might not trigger the check engine light.
The MAF sensor can be cleaned, but you need to be very careful not to touch the wires. Do a search to find instructions.
I had a dirty MAF cause surging on a '95 3.8L. I fixed it for the cost of some brake cleaner and electronic cleaner.

I'd agree with Rakel, check for vacumm leaks espcially at rubber hoses... But I had one doing the same thing that I wound up having to change the MAF sensor on to correct as the sensor was so dirty the car couldn't figure out the right amount of air going in
(On the MAF sensor, a light dust on the wires that are the size of maybe 10 human hairs bunched together can cause a word of problems)

Yep, dirty MAF. It can be cleaned as has been stated. Electrical contact cleaner is best, if that is unavailable use anything that will NOT leave a residue. If you can just spray it and it works thats great. You can use a Q-Tip to clean heavier grime off, but as has been stated be VERY careful as the wires are fragile.

i own a shop,and the best thing you could do is have it scanned at any auto zone and see if they come up with any trouble codes on it,you can play the guessing game all day long with it,and they can tell you in less than a few minutes probably whats causing this to happen,good luck i hope this help,s.
