Neither.
They were HUMAN.
Each god/goddess could make mistakes, and each had the power to act on his/her own wishes. They were not perfect, or benevolent, but they were not malicious, either. They were merely of human emotion, which made them both harsh/cruel and caring/kind at different times depending on their moods.

I wouldn't really say either. The Greeks lived in a harsh environment and their Gods relflect that. The Greek Gods were immature, selfish, and spoiled a lot but wit a few exceptions, not terribly cruel. They were very human.

Caring/Kind..
They really didn't become all that bad until other cultures began to take over the greeks and twist the stories..
Such as the story of Hercules.. Actually originally Heracles.. Zues' illigitimate son, and actually a FOLLOWER of the goddess Hera.. Unlike more modern mythos.
