If it is a religious thing, it would be a rabbi, if it is not, I suggest that u first do some research on the pros and cons of circumcision, in some cases it is necessary, but in the majority, it is not.
Historically speaking, it was a good hygienic practice, the Jewish nation were a desert tribe therefore it was easier to keep the males from getting infections. In today’s world with running water in all homes hygiene is usually not a problem.
Then when WWII came around it was an easy way for the Nazis to identify the Semite (Jewish) males, since circumcisions were not and still are not popular in Europe.
I have heard that circumcisions become popular after WWII in America because they were promoted by the Semite population as a way of making them selves harder to identify in case of another anti-Semite war. I do not know if I believe it, but it was the '40 and '50 and I wasn’t there. ;-).
In the '70 there was a study that said that women whose husbands were circumcised had a lower incidence of vaginal cancer, but this study was proven to be wrong.
Today most honest health practitioners (that I have discussed this topic with or seen TV specials on) will say that circumcisions are not necessary, but it is extra income for the doctor that performs it.
There is a large movement now that claims that an uncircumcised male has a better sexual experience that one that is circumcised since the head of the penis is covered and the neural receptors are not desensitized by being exposed all the time.

The delivering obstetrician or family physician usually does them in newborns. Pediatricians do rarely. In older guys, urologists.

Circumsision done by whatever doctor is a good health practice. there's a recent study posted on the Yahoo news page that says that circumsision reduces the chance of getting AIDS so go ahead, and get it done as soon as possible..

The pediatrician does it at birth. The general surgeon does it in older patients.

First, correct your spelling. It is CIRCUMCISION and it is always done by a General Surgeon irrespective of the age of the Patient.

When my son was born, my OB-Gyn did the honors. The pediatrician can also perform it.
