Steve C is on the money. For a midline range, $4000 is do-able. But expect to have laminate c-tops ($200-$1000) and very basic cabinets (no lazy susans, no glass, ect). And most likely 30" upper cabinets, instead of ceiling height 42". But honestly, I've designed kitchens in your size for less (although, none of them got into my portfolio...)
You'll find in the US that Merrilat or Diamond cabinets will be your better pick for that price range. Good luck!

I don't know what your cabinets look like now, but let me tell you what I did. I had wood cabinets, 30 years old, I was sick to death of them. I wanted new cabinets so bad I could taste it! PLUS I wanted granite or some other solid surface material, but knew I just couldn't afford that!! Anyway, I thought, "what the heck", before I spend all that money on new cabinets, why not try painting the ones I have? I chose a neutral color that blends with the slate floor and backsplash, and got to work. And I mean WORK. Painting cabinets is a real pain in the a**. Plus I painted the interiors a contrasting color! I am so proud of those cabinets!!! And think of all the money I saved. It took forever, because I have 36 cabinet doors and 18 drawers and a pantry. Now, if I haven't scared you off, you can experiment and see what you think before you sink all that money into midline cabinets. Use the $4k for something really smashing!!!!

It's not the size of the kitchen but how many feet of cabinets. If only two walls have cabinets, then 4k should do it, depending on the bells and whistles you get (soft close drawers are NOT necessities). But every cabinet you get that has a "special" use or feature will cost much more than a stock cabinet with shelves. Drawer cabinets cost a lot more, glass doors too. First price out the kitchen with the MOST BASIC cabinets in your mid-line grade. Then, and only then, add the "feature" cabinets, like a three drawer full extension base, or lazy susan corners, or trash/recycle bin, etc. Wall cabinets don't need to be plywood framed, since they won't be exposed to water. Do without decorative trim. CUT, CUT, CUT, until you have ALL the cabinets you went UNDER budget, then add sparingly.

just cabinets and installation, probably nothing more like
corian counters, upgraded appliances etc.
I just had my kitchen redone and one custom cabinet was $1100.00
and another corner cabit with glass, taller than the others was
$800.00.
so it really depends on what you are after.
