For simple changes, Google's Picasa is a fine program and very simple to use. If you're interested in serious manipulations, the GIMP is a great open-source alternative to Adobe Photoshop.

Edit: Both programs are free.

For a basic edit and print Google Picassa 2 is great. It is also free.

photo shop or some cameras and web cam comes with that software when u instal it 2 the comp. or photo shop, or paint lol
