They mean two to two and a quarter cups. Just dump about two cups confectioners sugar in a sifter and measure it loosely in a one-cup measure. Level off with the back of a knife blade for one cup. Do the second cup the same. If you need more to make it spreading consistency, add more sugar.

it is 2 1/2 cups. a cup is like a dollar. 1/4 of the dollar is .25c 2/4 would be .50c or 1/2 of the dollar and so on.
