i have a friend who spent 1 month in juvenile hall. what are the chances she got HIV?

she supposedly caught chlamydia while she was in there too and was treated for it in there

In a girls' juvenile detention facility? It's pretty unlikely she'd get HIV.
As for chlamydia, I find it difficult to believe she'd contract it there. For one thing, it's not particularly easy to catch from activity between women. The Infertility Prevention Project tests girls as they go into the juvie. I know this. I worked with that team before (used to be in the STD Program). Many of them turn up positive when they arrive, but most don't know they were infected (chlamydia is a silent infection, often never shows symptoms).
Anyway, I doubt your friend would have gotten HIV in juvie. HOWEVER, yes, incarcerated people do have higher rates of HIV, but mostly because they tend to engage in the habits that would make them susceptible to infection -- unprotected sex (including promiscuity, prostitution, survival sex), drug use, etc.
If you are worried for your friend, recommend to your friend that she get tested for HIV now, then follow-up with another test in 3 months. If she wants to find a place to get tested for free, check out http://www.lapublichealth.org/std for public health clinic schedules.

Did she exchange body fluids (spit, blood, semen) with anyone? If not, she didn't get HIV.

wow was she having unprotected sex with anyone I don't think she will get it if she is not doing at risk things

probably lower than if she had been active with males.
