I start all my Golden's at 16 weeks if the weather permits swimming. If not or if the pups are winter pups then I wait until summer their first year.
Just remember some dogs don't know how to swim so you have to teach them by placing your hand under their tummy's and guiding them along the water. They do catch on quickly. don't swim them too long they just don't have the stamina for a long swim. Once out of the water dry them off and expect them to sleep a good long time. Swimming is very tiring for a pup.

You should wait until they are at least 4 months old to let them off leash or in the water at the park. Generally, there is a lot of bacteria in the water that your puppy can get into and puppies are most vulnerable. Hope this helps! My dog still loves to swim and he started at about 5 months.

As long as you are always with the dog, start them young. Just remember that puppies don't have a lot of muscle tone and no wisdom at all, so always be present and watchful.
