Describe why a river flowing near its base level is likely to have meanders

A meander just in case you don't know, is a curve or loop in a river. i would guess it is likely to have meanders because if it has its base near it will need to curve into the base. also, it may end there and have no where to go therefore it loops. hope i helped you good luck!
