One is a bully and the other is a victim.
Neither is a very good trait, and they must be taught... The problem is that no matter when you do, they will respond to the way their parents treat them. They wont change much for you, even if you are doing all the right things.
They are... because of their parents.
There isnt much you can do, except deal with them... and when you have your own kids... take a stand and dont let them get away with either behavior.
In the meantime, stick to any punishment/ reward you offer for any given behavior.
Do not respond to whiny child at all. (explain to him/her, that you do not understand that noise and that you will respond when he/she can talk normally)

I don't like that fact that there is a toddler that already is mean? That sounds a bit more than just bad behaviour.
But tantrums are thrown to get attention. Ignore them and give the child positive attention when they do something good. They will get used to that and eventually understand that throwing tantrums doesn't get them anywhere.

Equal. Give them the rules before you go out and tell them what the reward will be if they behave. You know what they really like, and offer that to them--extra time watching TV or using the computer or a special place for a snack or lunch if they don't act up. They know there's nothing you can really do about it in public so that's why they want to irritate you. The more you show concern, the worse they'll be. I hate to admit it, but when my kids were small--not tiny--I would pull their hair very inconspicuously.

Hi, Im not a professional or anything but I have been around quite a few trouble kids some of my own neices and nephews....whose parents were involved in some crazy stuff...
Well first they must be acting that way for a reason? Kids just dont act that way... Most likely its because they lack attention. Nowadays its hard for parents to give the proper attention because of all the hustle and stress of life.....
Once you find out why they are acting that way- then you can try to help them by finding out what they like to do and building praise off it. Show them the negative things in life as well as the positive things in life. Be real with them. Help them understand why their parents arent able to be with them all the time and that its because they love them. Teach them how to respect other people even if they disagree with them. Try to get them involved with team sports, it can help build confidence and leadership.
Push them to be better people mentally and physically by positive ways...

This is really up to their parents because if you two are not working together it defeats the purpose. Also, you don't want to disipline someone else's child unless the parents give you the okay. But if it is, then tell them before going in public that if they act up they will be punished for the rest of the day with no tv, no games, no computer, nothing then you have to stick to it and show them that you mean business.

being a jerk is worse because it is a more permanent attribute. Tantrums are minor and are over fast. Be strict with them in public if they do not listen to you.

both are very bad habbits and those kids are soooo spoiled. Why do parents spoil there kids so badly? They just grow up to think the world should revolve around them. Doesn't anyone want descent acting sweet kids anymore???? Am I the only one who wants to raise my kids to be grateful and kind and not a spoiled brat! Ugh! I fee sorry for you having to put up with her little monsters.

They are both bad. Only the parents can help them, and apparently they aren't. I wouldn't take them out in public if they act like that! Or, if you HAVE TO, then as soon as they act out, tell them that if they do it again, then you are all leaving, and if they do it again, grab the little @#$# and leave immediately.
You could also tell them that you WERE gonna take them to Disney world, but they ruined it with their behavior. Or take them to a construction site and say, "Oh, wow, they tore Disneyworld down. Tough."
