He gave it secretly because he wanted to do the right thing as a professional.

If I remember correctly, his recommendation happened after the planes took off. I don't remember if it happened during their flights when it was known they were hijacked and one was heading to Washington, or if it was after the crashes and they wanted to make take every viable precaution.

Either way, if you were in his role, why would you want to scare the country about Anthrax? Hysteria would result everywhere and the media would go nuts about it. The best decision he could have made WAS to warn only exclusive, executive, high profile individuals including the President.

Personally, I think he has ESP, but if clairvoyance is your thing, go with it.
