I agree that he may be flirting with girls to make you jealous and more interested in him.
Boys also flirt with a lot of girls so the only way to know for sure is to make your move, put out some signals, do something otherwise you will always wonder.

he is a guy, and at that age they just want to have a girlfriend. if you still like him you need to tell him or he'll never know. you cant be shy anymore and you need to be a bit sexy. flirt with him, he will like it! but be warned that he is a guy and 9/10 times he wants a root, so dont be surprised! but other than that just talk to him. even using your phone and have a little text convo without sending messages so just sit next to him and write him a nice little message and he can write back. then every now and again give him a cute smile and ask for a hug. good luck

just talk to him. as hard as it sounds its the most effective way to see if he likes you. if he doesnt want to pursue a relashionship with you, at least you tried. good luck
