They WILL track you down... if it's to the wrong SSN and last name, it isn't you and by you using that card, you're committing fraud.

It means you better correct this error. Otherwise, you can be prosecuted for fraud. If it 'accidentally' went on the wrong name and SSN, that's ONE thing. But, now that you're aware of it, you have a responsibility to clear up the error AND pay any charges you incurred on that card.

It means you must call the credit card company and straigten the whole thing out. If you know it's the wrong number and name then you can be held liable for using it.
