I can't tell you were to get cheap Jewelry, but I would strongly warn you to read about the "Thai Gem Scams" before you go. It is one of the most common types of cons in Thailand.

Best to buy in Thailand for genuine gems and at favourable prices. There are many jewellery shops located in malls that the prices become very competitive. And you get the real stuff. Thailand has too many scammers, unless you know how to tell real ones from fakes, because the cheap ones are cheap for only one reason. They may not be real.
There is even a jewellery mall in Singapore located at South Bridge Road Centre. It is the jewellery wholesale in Singapore.

Dont buy cheap jewelry in Thailand small stall or road side, mostly are fake. buy at the a real jewelry shops
