If he's kissing you well enough for you to be wanting more, then look at it as if he's thinking the same as you.
If he keeps kissing you like that, it has to tell you something. Not 'all' men want to get you into bed first off. Some men have respect for who they are with. Now i'd say he's pulling away so as you don't think he's pushing his luck, and trying to go 'too far'.
Anyway, it sounds like your in fairly deeply, so, and with the greatest of respect to you, go for what you want. Because some men will NOT just go for it, out of respect. They will wait for a sure sign.

You say you've been on 3 dates!!! Let things take it's natural course, it will happen when it's meant to happen. May be he's just comeing back to the dating game & dosen't want to rush himself rather than you. It may be he doesn't feel it's the right time in the relationship yet. Take it easy, go with the flow & COMMUNICATE!!

Invite him inside, or whatever the equivalent is in your circumstances, or just ask him, or make it clear that if he tried something you won't say no.

Whatever is clear without being too uncomfortable for either of you.
