Hi!
If you were asked to pay..aand didn't..you didn't efile.

Now..if you want to see if you can do it for free, go to the irs.gov website..and then select the one you want to file with. If you meet certain critia..it can be free to file federal..but they always want you to pay for state...well..almost always.

There is no problem efiling federal then paper filing state if you so desire in that situation.

Not sure what you mean when you say you didn't follow through.

If you just didn't mail in the followup paperwork, then yes, you'll be charged.

If you started the process but didn't actually complete it to file the return, then probably not. But if you went to a tax preparer and they worked on it for you, then yes, they can charge you.
