My boyfriend did this for a long time. There is a way of having a love for a person, and then there is being in love with someone. Having love for a person, to say "I love you" just means that he deeply cares about you and respects you, but not in a life-partner, I want to be with you for a long time sort of way. Being in love has a more romantic connotation.

It basically means that he cares about you, but doesn't have the romantic feelings for you. It's more of a sister/brother bond, or just friends.
