Smile and say a warm good morning, afternoon, evening (whatever the case may be) and then ask about the weather or some other safe topic. Avoid flattery, tired cliches (girl your feet must be tired, cause you have been running through my mind all day; so you come here often? What's your sign? LOL!) tabloid issues, politics, religion, co-workers, and the boss.
Be polite. If she is interested she will help you hold up the conversation. If that goes well, ask if she'd like to get some coffee; or be unique and offer a Rootbeer float! I fell hard for that one once.

The best way to avoid awkwardness is to know them from somewhere, school, church, work, book club, mutual friend.

Also try to think of something related somewhat to something going on. Like if you are at work, and a group of people including her are talking about how dull your meetings are or something, join the conversation by either adding some really funny comment, or just sitting sort of in the background laughing when everyone else does.

I don't know if you're a lurker, a diver, or a shuffler, but any of the above work. When you have to leave the conversation, make sure to do a "hey it was nice meeting you" or "hey I didn't catch your name"

Next time you see her, either do a smile/wave or join her on whatever, depending on what's appropriate. "hey, what's up?" is always a moderately safe thing to say.

Introduce yourself and ask her if she would like to have a coffee with you.
Listen and you will find a common thread go from there
She may say that sport is her favourite pass time well that can open up doors for conversation .
Maybe reading ,travel.
