If I give my dog one of those raw hide bones, he paces around with it and whines! Sometimes he will finally chill out and chew it and enjoy it. But for the most part, he will go on and on whinning and pacing until I finnally take it away. What could this strange behavior mean?

He is trying to find a place to hide or even bury it in your home.
It's that simple!

it would be nice to know what kind of dog it is. how old he is. if it was a mother dog she would whin like that to call her puppies to join her in the food. did you use to have another dog as well? he might be call him. i have a dog that plays keep way with his raw hide bones. she bring them in and put them in the middle of the floor and when we come home from work she acts like we are out to get her bone and dives for it then out the doggie door with it. it is kind of funny to watch

Probably he wants you to play with him. When I give my male a pigs ear, he does the same thing, and I'll get down on my hands and knees and pretend I'm a dog, and act like I'm going to take it away from him, of course he'll grawl, but he's just playing... Eventually, he'll take it ad run off with it... Nothing to worry about, promise. (=

Mine does that too, every time he gets a new toy. I think it means he is happy and excited about his new possession.

my dog does that all the time! he just wants a place to hide it somewhere!
