The church board has ignored the problem as well as the state organization they belong to. Who, outside the church, can you report this problem to and get results?

The problem is that this pastor does not give credit to where these sermons came from. He has also told me that he was not doing anything wrong and would continue to put these sermons on the internet as though they are his. My concern of course has been how this could affect the church as a whole if he is sued. Jeremiah 23:30 says, "Therefore says the Lord, I stand against those prophets who get their messages from each other."

What he is doing may or may not be unethical. I know for a fact that some organizations give pastors permission to use the sermons bought or received for free without even asking that you note the source. But even in that situation he should acknowledge the source to maintain his integrity.
If you have proof that he is in fact plagiarized then you should again speak with the pastor. If he does not stop then write to the people he is copying from without giving credit and let them know. They will decide what action to take against him and the church and bear in mind that if the church gets sued, the members are involved.
Hope the pastor gives credit where credit is due.

Actually it is impossible to plaigarize sermons. It is God doing the preaching if it was a 100 years ago or today. If it is something that the person is making up out of their own understanding it may be true and it may not. The five fold ministry is all God doing it. We are just vessels.

The original author and copyright holder can send a letter demanding that he cease and desist, threatening a law suit should he persist to claim their work as his own.

If you haven't got results from the state organization, try going to the national level.
How do you know they are plaigerized? If you know who the real author is, approach him.

Is he prophesying, preaching, or teaching? If he is not prophesying, leave him alone and let him do his work.
