this same neighbor who, I believe, has the closed circuit tv trained on our home just showed up at my old residence walking right in saying she used to know someone who used to live there, and was I the old resident or the new one. Well I knew that was a lie as we were the original owners. I got to my new home and she shows up outside the house before we can even get the key to get inside. What is this?

You should keep your eye on her. She could be casing your place. I have heard of people doing this, informing their robber friends of what is in the home being cased for a break in. Be careful, and keep her out of your house.

If you feel uncomfortable then it's not right, do something about it because it will probably get worse before it gets better.

Be honest. "I'm sorry I don't know you. This is an inconvenient time for me to visit with you. Could you please make sure to knock next time and I will let you in. Please don't enter without my permission."

If you do resort to calling the authorities I suggest you ask them to visit when you know the neighbor is home. Meet the officer(s) outside and make sure to point, with your arm extended, to the neighbors residence. Make sure to tell the officers why you are doing this and that you explicitly expressed that you do not wish your neighbor to enter unless you give permission to do so. Help the officers out by writing a brief summary of what happened and why you didn't like it.

Well this is a bit more concerning than what I covered on just the camera bit.

Perhaps you should speak with the police. Understand that at the moment they likely can't do anything, but you are on record with describing the problem.

You should also keep a log of the interactions that you consider unusual - you need to document a pattern of behavior.

I hesitate to condone that you ask the police "to speak with them". My good friends had a situation somewhat like you are describing. It escalated to court battles after the cops had a "friendly chat" with the nosy neighbors. (I'd still talk to them, but more out of providing them information and ask them what you should do.)

Wow - Good Luck!
