In this world it is impossible, and here is why. If a society was completely tolerant then it would have to, by definition, be tolerant of intolerance, which would not keep intolerance in check but allow it to go unchecked, preventing the society from remaining completely tolerant.
On the other hand, if the society was tolerant of intolerance, then it would not be completely tolerant, and to avoid hypocracy would have to be intolerant of itself. Clearly, this is an absurdity.
Tolerance, if you think about it, is a pretty silly idea. Love is better than tolerance, because love isn't afraid to say "your right" or "your wrong". Love isn't content to let everyone live in isolation and mentally and emotionally fend for themselves. Love does not turn a blind eye to trouble but speaks the truth in love. Love doesn't merely tollerate people who are different, nor does it blindly accept them, it reaches out to everyone whether what they do is good or bad and seeks to build bridges and make things right. It recognizes the differences between cultural differences and moral differences, embraces the former, deals with the latter, and loves regardless of both.
A society based on tolerance will collapse. A society based on love will thrive. Tolerance seperates people. Love brings them together. Tolerance compromises the ability of human beings to exchange ideas, which is something that makes us human. Love only encourages and enhances this ability.

3. Once a council has decided something in unity, respect demands that no one speak secretly against what has been decided. If the council has made an error, that error will become apparent to everyone in its own time.
4. Be truthful at all times, and under all conditions.
5. Always treat your guests with honor and consideration. Give of your best food, your best blankets, the best part of your house, and your best service to your guests.
6. The hurt of one is the hurt of all; the honor of one is the honor of all.
7. Receive strangers and outsiders with a loving heart and as members of the human family.
8. All the races and tribes in the world are like the different colored flowers of one meadow. All are beautiful. As children of the Creator they must all be respected.
9. To serve others, to be of some use to family, community, nation, and the world is one of the main purposes for which human beings have been created. Do not fill yourself with your own affairs and forget you’re most important talks. True happiness comes only to those who dedicate their lives to the service of others.
10. Observe moderation and balance in all things.
11. Know those things that lead to your well-being and those things that lead to your destruction.
12. Listen to and follow the guidance given to your heart. Expect guidance to come in many forms; in prayer, in dreams, in times of quiet solitude, and in the words and deeds of wise Elders and friends.

It is possible but it would require large scale participation and hard work. Most humans, either conciously or sub-conciously would rather struggle then put forth the effort to work towards lasting peace. Government also hinders our attempts at freedom from the vicious cycle. There's just no way to get someone into office who would really embrace the Universal Utopia idea but damn that would be sweet.

Yes, tolerance is possible. All we have to do is teach people to respect freedom of religion, freedom of speech, and freedom to be wrong.
But a totally tolerant civilization is not possible until we find a way to balance the right to personal property with the need to redistribute resources.

As long as people are self-serving and cowardly we will not have a totally tolerant society. Religion itself is not the problem, we just need better religions. The others are outdated.

no, because what you think I should tolerate may be the opposite of what I think YOU should tolerate.... i won't tolerate people killing my kids, or raping children, or stealing other peoples belongings... while some people think those things are ok...
