No I am asking about Orphanages that were developed well and were run by educated people and funded well. My understanding is it is a foster care system now which does not have enough quality foster care parents.

Absolutely not! There is no such thing as a decent orphanage. Children should not be left with abusive parents but they still need a family setting to grow up and be responsible members of society. We were a foster family for a number of years and adopted one of the children to bring our family size to 7. He is a great adult, caring father and loving husband. THis would not have happened if he was warehoused in an orphanage.
As a High School Student I spent some time volunteering in a state school for mentally retarded people, it was for all intents and purposes an orphanage. My parents took one of the boys to live with us as a foster child and the progress he made just being out of that setting was amazing. He never would have progressed like he did if he was left in the orphanage.

Um, no. There's good reason there aren't orphanages in the US- they're more harmful to children than good. Children do much better in foster homes, which are far from perfect but a better shot.

Decent orphanages? As opposed to crappy orphanages? Is that what you're asking?
