What state are you in because in CA we don't have a drug/alcohol test for a drivers permit. You just turn 15 or 16, pass a written and behind the wheel test and bam you have a permit.
Check the DMV website for your state.

you must have reached the age of fifteen and one half years of age, successfully completed an approved drivers training course, pass the written test at the DMV, and be able to show proof of liability insurance. then you can only drive in the presence of a valid license holder, and only during daylight hours.

No, not that i'm conscious. as long as your mum and dad are insured (and the automobile is insured) you would be high-quality. you will whether could get insured in my opinion once you get your motive force's license.
