In Italian, Ciao, bella means Ciao, bella. In English, it means "Hello, beautiful" or "Hey, pretty lady." But note that ciao can just as easily mean goodbye.

Ciao is both, hello and bye, bella, means beautiful, so it all depends on when this happened, if the person who said it was approaching u or leaving?

The first answer was correct.. Ciao for goodbye, bella for beautiful. Ciao is pretty much used all over Europe (the western part anyway) for goodbye, especially southern Germany.

Take it from an Italian female who gets comments like that all the time!!! :D
'Ciao' can mean both 'hallo' or 'goodbye' (depending if coming or going....). 'Bella' generally means: 'beautiful', however, it all depends on what context it's said....
It may go a little further than that and intend: "Hello gorgeous!"
