to scan something and save it to my computer. and then be able to edit it on my computer? ( for example cut and paste something new into it, and use portions of that document in another application?

basically my dad has this page in a book that he wants to translate to another language using the internet. Would we be able to scan the document and the transfer the text part of it into the freetranslation.com website?

Yes it is possible. Scan it, save it on your desktop or wherever you want. Open it copy it and then paste it in the translation website.

Only if you have the application that will scan it in as text as opposed to a picture. Otherwise, when you scan it in, it will only save it as a picture, which will not allow you to copy/paste any text. You would be better off, in this case, to just type it from the book yourself.

Since you're trying to save as TEXT and NOT graphics, you need an OCR (Optical Character Recognition) program...
