Let say if you wanted to go to Austria but you apply the visa in Belgium Embassy, can you do that? or actually you do have to go to the Austrian embassy? I am confused because they are The European Union and they all require one visa which is called schagen visa. So, I thought that it would not make a big deal where you apply as long as the country embassy you are applying to is the member of European Union.

Although the visa allows you to visit any Schengen country, you must get your visa from the embassy of the first country you expect to enter; if you will visit only Austria, you must get your visa from the Austrian embassy.

I wholeheartedly endorse the above answer - it is the only legally correct answer, and Dognhorsemom is brilliant. I have seen others say that you can get the visa at any of the Schengen country embassies, regardless of the first Schengen country you intend to visit, but just remember that you may be turned around at the border - why risk it?
