in NY, you absolutely can get fined for honking. most people aren't that unlucky to get caught. if you're stuck in gridlock and a TEA (traffic enforcement agent) sees you, they'll write that ticket in no time.

These are normally posted near hospitals or care centers where honking could be a problem with some patients. Yes, they will give you a ticket if they catch you!
