If she is a girl you are dating, just tell her. If it is someone you are dating, write her a poem, take her out to dinner, maybe get her a small gift and grab her hand and tell her you love her.
If it is just some random girl you see as you walk down the street, that would be a very bad idea. Which means you really aren't in love with her, but you find her attractive. The word Love is used very loosely these days.

You should write her a letter, or a song. Even if it is rubbish the gesture will be so touching that I'm sure she'll respond in the same way!
Just make sure that you have reasons to think she may feel the same way first though....otherwise you may scare her and it wont be the same

Maybe go on a few dates with her? See if she likes you back. If so, then you can proceed. HOnestly, I would be WAY creeped out if some guy just walked up and said he was in love with me.

Call her up and small talk first then invite her over and tell her that you need to talk to her. When she gets to your place have a nice dinner made for her and confess your true fellings for her. Then tell her that you can wait for a response untill anytime tell her that you will wait for her.
