Most of what we call the third world has above ground sewage systems. The idea that you have a special room and special equipment to deal with your personal body waste and that it is collected by the local government and dealt with in a biologically and aesthetically pleasing manner is not at all universal.

Above ground sewers are possible and, if you think about it, exist in the form of above-ground septic tanks. However, as a practical matter, they are usually underground so as to take advantage of gravity.

On your second question: huh? All animals have excrement. However, the makeup of said waste product does vary based on the animal and its diet.

The first part is quite possible ... if the Roman Empire could design the aqueducts to transport water from one area to another, then why not design an above-ground sewer system with the same pretenses. There are also above-ground septic tanks and small-scale plumbing systems that are not buried in the ground.

As for the second part ... yes, they do and they tend to leave it behind
