I mean can I convert the fat32 drive where xp is installed while winxp is running?

Not while running, if you're converting a drive that contains Windows XP system files.

However, there are several products that create bootable CDs or disks that can do this.

Yea, no.

Not while it is running. You would have to get something like Partition Magic or some other formatting software to convert it to NTFS without losing your data.

No, because converting your drive requires reformatting it, and you CANNOT do that w/o losing all of your data.

Norton PartitionMagic 8.0 can do that I believe.
