question for my cousin, This guy she likes took her out to eat and sat?

right next to her. They were with friends, As he was talking he placed his hand in her lap for a minute then removed it. She wanted to know was he regular flurting or Does this mean he want sex. no one else seen this. Please answer she is getting on my nerves.
