I'm guessing the relationship is relatively new and you haven't said the "L" word to each other yet so you want to break the idea in gently without much risk of rejection. . .
You can try "I love spending time with you" and "I love it when you (insert action here)"
You can do what my Hunny did and after we made love he asked "Do you feel loved?"
Actions speak louder than words...show him that you love him and the words will come later.

well you always wont to be yourself and if a guy loved me i would wont to no so maybe you should just tell him or her just how you feel and they dont feel the same way then their not ready or it wasnt ment to be.
