No. When you're running in place, the floor is always the same, flat, so your feet always land the same. When you're running outside you're running up and down hills, even if you run in a relatively flat place. There are curbs, driveways, and we hardly notice them. But when your doing this your feet, ankles,calves, knees and thighs are all adjusting for the changes. So it's much better than running in place.
That's not to say running in place won't help. It will. Anytime you get your heart rate up while exercising, your getting stronger.

It's good. I do it, along with my Leslie Sansone CDs. She has these marvelous workouts featuring in-home walking. Gets my heart rate up, really good. And there are many others out there, too.
Important part is to walk fast, jog or run. Pop in some happy, fast paced music, and follow the beat. Dancing would be good, also.
As long as you are moving those muscles, it's an actual workout.

You will burn calories, but probably not as much as running outside, and it is slow suicide for your joints. Get a good exercise video for the same effects...

If you keep the same pace running in place as you do while running outdoors, then you shouyld burn the same amount of calories.
