Hopefully not. If you're a visitor, apply for an International Driving License. If you're a LEGAL resident, then you are obligated to take a driving test, afterall, you have chosen to embrace life in your adopted country, that means doing everything in your power to say thank you to Great Britain for allowing you to enter and stay. If you are ILLEGAL, then I suggest you drive only in Russia!

Yes you can as long as you are a tourist and for no lomger than 6 months continuiously. But you must have insurance that is up to the European standard.
