Sounds like a fairly open ended essay, so I would think of an area which interests you - music, literature, politics, sport, whatever - and then think of a question related to that area and specifically concerning france. It's a lot easier to write about something you already know about and are interested in.

how about doing it on jonny halliday, hes a french singer, hes like, the most famous singer in france, and so there will be LOADS of info on him on the internet etc.
