That is as someone else has said, been taken with a fisheye lense with a slow shutter speed (long exposure) A similar effect can be acheived with a wide angle lense if used correctly. Fish eye lenses are around $600usd approximatly, depending on the camera you want to fit it to, and are usually used pointing upwards, the picture you end up with is round and requires editing in photoshop or similar. We use the exact same lenses for panoramic photography to give the viewer an "in the picture" feel, it is possible to acheive some very interesting effects with extended exposure at night, and with the right applications it is easy to superimpose one shot over the other quite easily to tidy up light imperfections. That's just a long shutter time with camera on a tripod.
If using film, you want a slow slow speed. Digital, you will have to guess until you get what you want.
Anyway, long shutter open and tripod, and something to shoot...

it's known as a long exposture.
this can be done with exposures of 1/15 of a sec or longer, of course you will have to balance the exposure with the aperture.
underexposture will give you greater saturation(you'll need to experiment).
