I'm a 21 year old girl who doesn't like going to clubs, bars or partying. At the university is hard to meet someone coz everyone is busy and occupied with school. How and where am I suppose to meet a respectful, nice and cute guy? I don't really have friends at this moment because I've been moving out too much.

School is the best place because you are in classes and in clubs and other activities with people who have the same interests. If you're not into the party scene, don't force it because any guy you meet at a club will not be your type. At work would be a good place to meet someone. At least you'll know he has a job! Try working part time at a restaurant, those are always crawling with people in their early 20s and everyone is so friendly. Or maybe you'll meet someone in the library, they would be more your type than a guy in a bar.

You can meet people anywhere as long as you want to. Don't be shy, you have your eye on someone, sit near them in class, ask them for lecture notes, see what they get out of the class you can talk about anything and everything, doesn't take much a few minutes and then you have an introduction. You meet ppl through other ppl and activities you are involved in. Just keep an open mind, be yourself and friendly.

VOLUNTEERING
Without a doubt, some of the most genuine people you will meet will be doing things that are intended to benefit others. Check out if your school has "alternative weekends" or "alternative breaks" for example.
If not, see if there are crisis-intervention hotlines or shelters to help the needy. You help others, build your resume, and you meet great people. Good luck.

That is one of the premises for speed dating! See if there are events in your area. The ages are guidelines and can be nudged a couple of years. They are fun and you really do meet great people. They are also targeted for professionals, so most are responsible people.

Sign up for a scuba diving class, rock climbing class or maybe even flying lessons. Anything that are usually full of men.

Well, if you are in college you could join some study or interest groups. You could also try intramural sports.
