Hey, I like working out in the mornings, and again at lunch or in the evenings. I would definately recommend at least going in the morning to you. It tends to wake me up, and seems to get me in gear for the rest of the day. I have a great work out routine that is all inclusive (total Body). Whenever you can workout consistantly.
If you are not a morning person, but find yourself watching TV on the couch for a couple hours after work, then evening workouts might be for you.
If you find that you can wake up early and enjoy the energy rush to jump start your day, then morning workouts are for you.
No use in planning for morning workouts if all you are going to do is to press the snooze alarm all week and get discouraged. When you are starting out, consistancy is the most important factor, not when.

Are you a morning person or night-owl? When does your schedule allow you to work out? I find morning/afternoon is best because working out at night tends to keep me wired (from the adrenaline) and makes it harder to fall asleep.
Focus on eating lots of protein-rich foods (meats, fish, legumes, etc.) and fresh fruits and veggies. Control yourself on the carbs and focus on whole grains. These will help build muscle when you exercise and will make you feel fuller for longer periods so you're not apt to pig out later and destroy your diet.
Protein shakes and bars may be your best bet for suppliments. Don't fall into the trap of all the advertising out there for a faster, slimmer body - the idea of doing it the right way the first time will be way more beneficial for you in the long run.
You want to focus on cardio and weight-lifting to tone and strengthen. Cardio builds endurance and burn fat. The weight lifting will help build muscle, then burn fat surrounding the muscle. Stop at your local gym or YMCA to see what they offer for memberships.

Probably evening. It's different for everybody, so experiment to find out what's best for you. Just make sure to take a multi-vitamin every day, and some protein powder couldn't hurt. And hit that treadmill. Running is probably the best way to lose weight.
