yes it is allowed in New Jersey and the rest of the lower 48 states. There is no permit required to own one. I am a big time toucan enthusiest and am very knowledgeable on their legal status as pets, and diet, behavior, housing, and breeding.

I think its up to local ordinances about exotic animal ownership -not state.
