It is likely ONE of these two things.
1. You have multiple user accounts on your computer and you logged on to an account without user privelages. Try logging in again as an administrator. If you can not because you dont know the pass word, go to #2.
2. You are infected with malware, and are experiencing a denial of Service. The permanent fix to this is to go to www.kubuntu.org and order their free CD. When it arrives, put it in CDrom drive, and click Enter to install Kubuntu. You will have an improved operating system, free of virii, in about 30 minutes, but you will be able to go online in about ten minutes.

You need to get the computer administrator to enable the task manager.Only administrator can do that,if it is your computer then you need to sign into it with your first ID and password you had when you first started running and signed into user account's.If it's not your computer then you need the admin to do that.

if you are a computer administrator;
create a Notepad (*.txt) file and copy this to the file

Windows Registry Editor Version 5.00

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System]
"DisableTaskMgr"=dword:00000000

then change the file extention to the .reg, and run it.
