I can answer that because I have been accused of ignoring people most of my life.
1. I didn't hear them
2. I didn't know they were speaking to me.
3. I didn't see them. God forbid that I might be hearing things now!
4. I was focused on something else.
5. I didn't recognize them and didn't want to call them by the wrong name
5b. I couldn't place where I knew them from and wasn't sure if just returning the "Hi" or if something more lengthy was in order.
6. I thought I was alone.
7. I was about to pass out from the heat of the day and wouldn't have heard the Lord calling me Home much less anyone else just saying Hi.
8. The traffic drowned out the greeting.
9. I was totally lost and thought I was hearing people calling to me to boot.
10. I didn't feel well and just needed to get somewhere where I could sit and get off my feet.
There are a myriad other reasons for it. But I assure you, that a great many people do not go out in public just to see if they see anyone they know. When I shop, I am trying to remember all the things I need that I didn't take the time to write down on a list.
Some people can't count money and talk at the same time - I am in that number, too. We are not all created equal.

Sometimes it may be rudeness, but when someone is very shy it is incredibly tough even to say hi - hard to imagine for others I'm sure - and it can come across as being rude when they don't mean to be at all. Just thought I'd give you another way of looking at it.
(I was like this as a teenager- not anymore lol)

Maybe they are having a bad day and don't feel like being friendly. Don't judge a person unless you know what's going on with them. Just keep on being friendly to everyone else. Also, maybe they didn't hear you when you said hello or were lost in their own thoughts. You never know...

Are these strangers you are talking about? If so, they may be thinking, "who is this person and why is she talking to me." A lot of people want to just be left alone. If they responded to you, they may feel like it would be an invitation for you to keep talking with them.

Depends on the situation doesn't it.
Sometimes I don't say hi, but I smile or wave and make eye contact.
Punch them in the face?? I don't understand that part.

Yeah, I know what you mean.
Sometimes they are just too busy.
Sometimes they say it so low you can't hear it.
Maybe they don't know you are talking to them?
Sometimes I think they are trying to bring you down and they have succeeded.
Best not to let them get to you.
