What do you mean "join?"
Do you mean you buy a policy today? You had an accident last month and you want the insurance to cover it?
The answer is no, it is not covered if that is the question. They are not going to cover something that happened before you were insured.

No - that would be insuring against an event which is CERTAIN and therefore is not insurable.
Also, if it's a motor policy (in the UK) then the insurer would be breaking FSA regulations since it there is a requirement to update the Motor Insurers' Database with any policy cover details and amendments within 5 days.

No insurance can be back dated. It'll start the time you start it only. Unless there's records eg police or you told another insurer of it, there's nothing to stop you saying you came out to find someones smashed into you car and drove off. Do it in an area with no cameras. Obviously, you'll have a claim against u tho.

Insurance policies, in the case of automotive coverages are usually binding as of the date of application, and payment of premiums. It is called a Binder. It covers only from that date forward. Whatever happened before, is not covered....usually.

No! Certainly not in the UK.
However, there are some policies, which allow for existing illnesses to be considered eg. life insurance for the over 50's.
