Trained athletes will often have a low heartrate, but this is normal. Bradycardia is often caused by a failure for normal pacing of the ventricles by the sinus node, often a third degree heart block. This then causes the ventricles to pace themselves, which is inherently at a lower rate, caused by a slower prepotential of the ventricle cells which prevent them from pacing themselves in a normal sinus rhythm.

People who are very fit may have a low resting pulse rate.

It could also be hypothyroid.
